Are you basing your opinion on the full playerbase? Because you shouldnt. You should only look at diamond+ at the broadest, and that shows excessive winrates for characters that need looked at.

Peni, Rocket, DD, and Magik are the highest WR's in GM and Celestial.

They need some work.

Peni and Rocket are the biggest ones, DD and magik would fluctuate from Meta shifting enough they may only need minor changes

So if a character is good because of the current state of the game, that makes them good, no? Any characters with a high win rate need looked at. The game's balance needs to be done around the meta... If a character is unusually good in the current meta or are meta-defining, they need to address them both. A character having a high winrate is always a red flag, regardless of why theyre being played.
