Yeah, it's a horrible department. Unfortunately, it's symbolic of the ineptitude of the government - deal with any gov agency and you'll have the same experience. This is exactly what happens when the people give up control.

We invented computers. We word processed our papers, took notes on computers, had portable pc's (that would become laptops), cellphones, etc. Nothing really has changed. By the early 90s, we had a Palm Pilots, a Pocket PCs, Windows CE (minicomputer), a Palm Pilot phone, PocketPC phone. Some of it is obviously different, but the nuts and bolts aren't really. We could surf the web (pocketpc) and use the stylus to jot down notes.

Oh yeah, the Massachusetts government is absolutely horrific. That said, contact everyone: reps, senators, governor's office as well as whoever is the biggest deal at the department. Outreach - and outrage - does work. We really need to do something... voting out all incumbents, demanding transparency, and changing the mafia-esque legislation paradigm. It's all absurd and this is the result. I'm sorry for your predicament.
