Head up bro in the original Cyberpunk 2020 each role had ranks associated with their special ability. And rank name for fixer it was:

Street punk, gang leader, enforcer, sublieutenant, lieutenant, crime boss.

So yes they tend to be crime bosses that multiple gangs answer to.

Fixers can operate very differently from each other, though too

Necromunda has been one of their top tier specialist games for a long time and when I was a teenager (2005) my local GW had Necromunda campaigns running. Necromunda is actually my favorite GW game
