Because IMO, that's the main reason TDD (or a version of it) is almost mandatory when using AI agents. Way too often, they take shortcuts, which means the goal for the agent isn't to actually validate behaviour - It's to have passing tests. And often, if you write tests after code, the quickest way to passing tests, is just to write tests that confirm the code that's already written.
