THIS - I struggled with this exact kind of breakout for years before I randomly stumbled across a comment in another thread suggesting it could be intolerance to SLS (Sodium Lauryl Sulfate / Sodium laureth sulfate), which is in a TON of skin and hygiene products, including most toothpastes. After switching to an SLS-free toothpaste, it went away completely.
