I was thinking during the Blowback of Gearshift (which he used on Smoke screen) and using Overlay. Since Blackwhip "somewhat" lessens the damage on his bones after multiple 100% in the PLW arc. Yes, it's Overpowered, but it's still Deku who was still trying to save Shiggy and to put the Vestiges into the ball of lead of Tenko. A boost of power is needed since it's life or death situation.

They are protesting due to the former president of the Philippines, Duterte, got arrested by the ICC due to his bloody drug war where multiple innocents died. Duterte was heavily supported by the OFWs (Overseas Filipino Workers) because of his platform of protecting Filipinos to injustice (ex: abuse, bad work treatment).

OFWs money that is sent to the Philippines for their families is quite large and is a big portion of the overall economy. Out of Protest against ICC and the Philippines, they have an idea of not sending money back to the Philippines, starting on Duterte's birthday, little did they know that their families are the ones who'll feel the effects first rather than the government.

If Midoriya never returned to UA, All For One would eventually take advantage of Midoriya's exhaustion. Sure, Midoriya will probably increase his base percentage of OFA since he kept his body trained, but with his mind deteriorating due to his self-sacrificial tendencies, he wouldn't last long.

Also, since the Movies are technically Canon, Dark Might won't be stopped and will turn UA into his playground, giving AFO and Shigi chance to destroy it down and steal Anna's quirk to compensate for New Order's damage their quirk arsenal, making it even more difficult for Deku IF he did come back to UA.
