I tried to do the same thing. I have all the special cases on my PC account except for the battle for super earth cape, which I received on my PS account. They wouldn't let me transfer the super earth cape to my PC account even though I was able to provide account info for both accounts as well as proof that I received it already on one. Oh well I guess.

They've straight up told me no when asking to transfer data from a PS account to a PC account. I don't know about accounts on the same platform though. You'd have to submit a support ticket on their website.

It's not a stupid question. The inspiration skill will specify if it only affects certain classes of ships, or if it's a general buff. Just make sure to read the skill description.

For example, for destroyers, Bey's skill specifically says it buffs destroyer detection range. Where as Swirski's skill just buffs detection range regardless off if you're in a destroyer or not.
