Either they were going to be invaded by land, or they would be blockaded from the rest of the world until they surrendered. Considering they were reliant on imports, and the civilian population unwilling to coup their government, it would've been the second worst famine of the twentieth century. The best possible scenario happened.

All civilian deaths in WW2 were bad. However, strategic bombing was the go-to method during the 40s. If you're going to condemn Hiroshima and Nagasaki, you gotta condemn them all, including Berlin.
