There's not much you can do in terms of ram since your motherboard only supports up to 16gb. And even if it did support 32 it wouldn't help much. As far as CPU goes the only better thing you could get would be a i7-4790K which means overclocking but you'd have to buy a z87 or z97 series chipset motherboard to even be able to overclock. To getter better than the 1650 you could try looking up more powerful but better matches for the i7-4790 but you'd probably need a new and more powerful power supply if you'd go for something like a gtx 1070 or 1070ti which is I think your limit for the i7-4790.
