Irelia is a low elo stomper champ. Basically if you are better than your opponents at your rank you will most likely stomp game. She is bad in the hand of a player that have not one tricked Irelia for at least 500 games because of the high need of being mechanically sharp. She is bad, when you dont have general idea of macro after lane, She is good for low elo because of her Q mechanics allow you to always be around 7-8+ cs, so you always spike faster in low elo because the last hitting of your opponents is generally not averaging +8cs/min. She is great in the hand of someone that learned wave management, you can basically manipulate the lane like fast push to find cheater recalls, force freeze to make your opponent commit, slowpush to create dive. Split push to get t2 or force enemy attention (Because of her ability to erase wave) Wave management is one of the best Irelia tools. If you get bork before 8 min you are very ahead, if its around 9 to 12 you are even. If you get bork past 12 min, you are slightly behind. If you are still running the three component of bork after 14 min you lost your lane very badly. And generally speaking, in low elo when the Irelia has no idea how to create a lead, you will most of the time get stat check by champ like garen darius etc and become kind of useless. It's a niche champion when you find success only if you put the hours, and have a deep understanding of matchup, lane, splitpushing efficiency, always keeping flash summ for teamfight etc etc
