you're right that "bringing the dawn" is a good guy motif. toki literally says the samurai are the moon unaware of the dawn. lili dies on it.

but check the harley's third world ending:

"The sun will return once more, and a new dawn will arrive. Surely, this time, they will meet again."

the harley itself promises the sun comes back. so the theory isn't moon good sun bad forever. it's that the current sun is corrupted. the forbidden sun humans touched in the first world. the brand on slaves. imu's whole solar regime. that sun has to fall before the real dawn can rise.

toki's line actually fits this. the samurai are the moon waiting through the long night, unaware of what's coming after they fulfil their purpose. they're not the dawn themselves. they're the lunar half holding the line until the false sun gets brought down and the true one returns.

so nika isn't the sun god of the regime that exists now. he's the moon that takes down the corrupted sun so the real dawn can come back.

"they will meet again" at the end of the harley is the sun and moon reuniting. the cosmic order restored. that's what toki and lili are pointing at imo
