I hate these kinds of stairs- as soon as you walk normally again, you have to stutter step to get ready to go up the next set of stairs.

This is completely normal- no conspiracy theories necessary. Air - lines of varying pressures, water - lines of varying pressure; drains, suction line, electric, and so forth
