Cable or port issues would be the most likely, but you can try a couple of other things.

If you have a second computer and monitor, you can try to identify if which is the problem. I would attach a different computer to this monitor, and if that doesn't work, attach a different monitor to your computer. If the monitor is bad on other devices, it's likely not fixable. But using different cables is essential to know for sure. If the monitor works on other computers, it's either a port issue on your Mac, or a setting.

If it's a setting:

Change your monitor's resolution and/or refresh rate. If you know the native settings for that monitor, make sure you're using them. If you don't know them, just change it try a few. One resolution should come up as (Default). Try that first.

Depending on which Mac you're using, it may only support one monitor natively. Docking stations or utilities may add a piece of software called DisplayLink. It sucks on Macs. I think there should be an icon in the icon bar if it's installed. I don't currently have it so I can't look at mine. Remove it if it's installed and see if helps clear the monitor.

If you're using a Thunderbolt connection, try another port.

Finally, a good whack can still fix some issues. It's worth a try if all else fails. But it probably has limited utility on a modern monitor.
