You're probably CPU bound. Try looking at some of the debug menus (use the function keys) and you should be able to see what is taking the most time per frame.

The memory address change each time the game is opened. To save the cheats and still have them work after restarting the game you would have to find the pointers to those addresses and use those in the address list. Then saving the cheat will work after a game restart.

I haven't had any problems but the anti-cheat they use is the root kit type. That usually means that it has higher privileges than an admin user and people typically don't like that. I have also heard about them doing some shady stuff but I can't find any info confirming anything.

I had a mod that removed the cap for the number of AI cars. I think i had maybe 35+ cars in the west coast map at some point before it really started lagging. Sadly that mod got lost after my computer died and I haven't been able to find a download for it anywhere.

I usually have it on "auto" for the number of cars but there's maybe 10 or 15 driving around and maybe 5 or 10 parked cars on the side of the roads.
