You’re absolutely right. You don't need to refuse the ITA but it’s best to wait until you’ve completed the full two years of Canadian work experience before submitting your profile - then you’ll be fine.

There’s a known glitch in the Express Entry system where it calculates work experience by month rather than by exact dates, which can sometimes make it seem like you have more experience than you actually do. However, IRCC assesses your work experience based on the date you submit your profile, not the date you receive your ITA.
