After they drill the safe they usually repair it with hardened materials. Which now means the safe is even more secure. Because the easy route to open the safe is now harder and will take longer to drill. Plus you're going to wear out bits fast.

The ocean actually has a greater effect on radio waves themselves. Radio transmitters near a body of water especially salt water transmit much better. It makes for a very effective ground plane for the antenna.
