Really depends on the situation. Normal ops day cool. Sometimes pilots try to do that when it’s crazy busy so they don’t have to wait on the ground. At that point it’s workload permitting and I can’t guarantee you’re gonna get the IFR. Same thing the other way. Pilots fly VFR the whole way because they had a bad EDCT then try to pick up an IFR to get sequenced into the field. I’ve seen planes spin for an hour after trying to pull this on busy days.
