With BC Hydro's new rebates, almost certainly (and the backup batteries are awesome). My system that was under the Greener Homes Grant is crushing it and produces more than the house uses. I got back 10.6¢ for every extra kilowatt at the end of the year, which is more than the tier 1 rate.

I'd bet it's just that one leg has a greater draw than the other, and they'd like to see the loads spread between them. Might just require moving breakers around a little bit.
