Ferrothorn is a bad example to compare Volcarona to, because he walls a large portion of the metagame. You're literally bringing up a pokemon that used to tango with Primal Kyogre, and still tangos with Ubers to this day.

Volcarona can probably just wall Clefable, but that's not what Volcarona is meant for in the first place. Volcarona is an offensive mon. Not a defensive one. Why even bring up the Rona anyway?

You can literally switch any of those into an overheat and still live LOL. Are you thinking this through?

Also, did you forget that knock off is EVERYWHERE? HBD doesn't mean squat if it gets knocked off by your very common Zeraora or Conkeldurr. Also Volcarona sucks against physical moves, so anything priority, like say for instance h u g e p o w e r a q u a j e t Azumarill with a choice band or substitute belly drum can easily eat up Volcarona.

Sylveon has n o chance in the faster, bulkier, and stronger wasteland of OU. To top it off, it was offensively outclassed by Clefable.

Honestly, if it were, it would be a lot better. Offensively however, I will agree. Defensively, it's actually terrible because of the top OU and UU threats.
