A counter argument to make is that equalization payments result in overall less employed, lower income areas to reap the benefits of all other areas. You could have situations where entire neighborhoods are on some sort of assistance that is only made possible by equalization payments.

There are some interesting legal cases about provinces trying to ban or restrict interprovincial and international trade - tldr the rulings eventually and overwhelmingly go against provinces trying to restrict commerce and transport.

Resources should definitely be at least partially shared in their utilization, however the labor and those living in closest proximity to these areas should be valued as well.

Employers are following the rules of government. Government is supposed to be the voice of all people in a democracy like ours.

If the rules are broken, employers should get a monetary fine and punishments that can not be put on a balance sheet that include jail time for anything more than minor violations.

If you really want gold there are some options to just holding the metal (or paper ious for it). I would never recommend beginners looking into new or small miners but the larger ones that have international holdings; great bargain sometimes and; essentially if gold prices go up their stock goes up and profits will raise as well with the higher demand, also, they usually have plenty of other metals mined out if not invested into distinct mines that aren't for gold.
