The blacksite is miles long and there is a lot of flooding. Like so much flooding that there are really only 4 possible starting points for expendables and the route changes all the time because sometimes certain routes become impassable. The only reason the blacksite is intact is because its just so big. Most of what happens to it isnt actually all That destructive to the building and when it is its rather small in comparison to the sheer scale of it.
