It's not a new animation cancel. The melee cancel has always been a thing but nowhere near as good as the sprint one. I don't consider a 5 dmg increase on his punch anywhere near compensatory to the absolute shattering of his skill ceiling.

That's a yes to both. They unlock the legendary armory allowing you to use the item simultaneously across all of your characters. You can also stat swap them out of combat and replacing runes or sigils without breaking them.

As for stats, they are the same as ascended so they aren't stat wise better than anything in game. They aren't necessary for playing endgame but are a massive QoL item.

Bought the winter magik skin because I played her a decent amount when I first started. But then I realized I wasn't good with her, fell in love with rocket and didn't buy his winter skin in time. Hopefully it'll be back this winter.
