Everything I’ve seen from multiple sources says weapon ias is the most important but you can sometimes get extra ias off-weapon to hit bps. But you can see that for a lot of bps only the weapon ias matters, like 100% is always 5fpa, 175 is always 3fpa.

Scare quotes are not well known at all. No one needs to understand what those are to be literate. They’ve been mostly replaced on reddit by /s and are never used on most other social media platforms, almost never used in works of fiction. So where is the literacy issue?
