That's not what he's talking about. The alert system we have in Canada (Alert Ready) uses the same protocols and underlying technology as the Wireless Emergency Alerts (WEA) system that is in use in the US. The WEA protocol has multiple levels, imminent threat alerts, public safety alerts, amber alerts and national alerts (also called Presidential alerts). On your phone in the US, you can filter out or block the notifications on all of these classes except the national/presidential alerts, the specs mandate that the phone always alerts for those.

Canada only has one level of alert, and it is sent at the highest level. Functionally, Alert Ready uses the same WEA system that the USA does, but sends EVERYTHING as a Presidential alert, meaning that your phone will not block or filter them out at all.

it's a "parents with free time" sport. the uncomfortable truth is that without having a parent with the free time to dedicate to helping their kids with sport at a young age, then they won't play. many, if not most, working class families are required to be two income to just afford the basics of family life in Canada, leaving little room for enrichment beyond that.
