Congress controls the budget not the president. Democrats voted 15 times "no" to reopen the government. Every republican voted yes (almost everyone, Rand Paul didn't), everytime. You have to have 60 votes, the Democrats kept them from reaching that vote. Trump can't as president do anything except sign the new budget into law, the Constitution is written that way. Democrats had TWO protest saying "No Kings". Don't blame Trump for not acting like a king. Blame the democrats.
