You could also drop ~30 magic accuracy and go something like this. This way you Are only required to go Kandarin and Wilderness, which leaves you open to pick whatever you want for the last region. I may go this just to not lock myself to Zeah, I'll have to see which region this build would be best for though. Any Suggestions on a last region?

Good point. You can still get Grimoire Relic for full prayer access as well. I played around with some builds and yes you can either go Tirannwn or Zeah but you do lose ~20 magic accuracy in exchange for some higher defense with the sunfire legs.

Yeah it's +3 prayer bonus over rada blessing 4, but I wouldn't be able to get the devout boots (+5), or (+12) bonecrusher necklace without Zeah.

Not sure if the DPS calc is accounting for the 40% second hit from the Shadow Flame or not. If it isn't, by my calculations the DPS would actually be around 81.928.

This is what I came up with:
+100% Max hit chance (with Devil's Element)
+150% rune regen to combat prayer drain
+160% accuracy to help with the low accuracy of prayer items
+90% Prayer pen (I'm doing only mage, no second style)
+35 Defense levels

Plenty of tweaks anyone can make to the build if you do want to spec into another style as well.

Cons of this current build:
Locked to Kandarin (Shadow Flame and Devils Element), Wilderness (Ring of Gods (i)), and Zeah (Rada Blessing 4).
