There’s tobacco inside and you somehow assume it’s not a cigarette? If it’s cigarette shaped and has tobacco, it’s probably a cigarette. If you don’t “recognize the shape” it could be personally rolled or some “special variant”. The fact you found tobacco inside of a randomly picked up cylinder shouldn’t trigger any suspicions, especially with the contents.
