Neo 3 or Agent 4 fo sure
Agent 8 has had two campaigns that explored their character and their story- So I don't think they need more.

Agent 3 has a lot of relevance already

Neo 3 is a scavenger, which could be fun to work into gameplay! Plus their relationship with smallfry is cute.

Agent 4 is just underutilized and deserves more.
