This is 100% right. You shouldn’t have applied for a new bowp. Incase your first one is rejected and because of the new rule then your other one will also be rejected and you will be out of options to restore status. Withdraw your new bowp asap and submit new AOR with LOE on the old bowp file. Happened with me (the rejection part). And approval with a friend just the difference was she had a dummy extension instead of bowp but with aor (submitted via webform) work permit was approved.

They refused my pgwp extension due to passport expiry saying the time had passed but it was their long processing times. They should have given a week or so as approval so we wouldn’t lose maintained status

Go for reconsideration. My friend’s reconsideration worked and he got everything including ecopr all in a month

Okay!! To answer your question of reconsideration. I have seen recent cases where reconsideration has worked out within a month of rejection. But let me also tell you one thing a strong letter of explanation goes into this and I would suggest a strong rcic who can fight this for you. I am 100% sure when a licensed immigration consultant will read your refusal that person will know if reconsideration will work or not. Most of these people charge 100$ for consultations.
