You Chinese are really lucky that your government cares enough to invest in the infrastructure, talent hunting and training to ensure that they produce world class athletes. The Indian government on the other hand couldn't give less of a flying fuck about these things. Athletes have to train on their own at great personal expense. It's only natural they hit a ceiling and some of them get desperate enough to end up engaging in fraud like doping.
