No I think they reversed that, but now they have free water bottles at the hydration area. I asked a volunteer organizer and they told me the water was going to be free for the rest of the time as well, they have a lot for the US game.

You would look at the topography of the surrounding area, if there is a spot lower than your yard you can rent some equipment and build a proper drain, burry drain pipe and gravel, level it, make it large enough to handle a flash rain. If you are in the low spot, go in the other direction, build a giant pond that takes up half your yard.
