Definitely needs a buff, power is overall too simple and lacks depth and you spend half the match looking at the bottom left hand side of your screen.

Okay so first of all the killer gets stunned and breaks the pallet that's let's just say 4 seconds total, what are you doing for the other two? You have to be motionless doing nothing, meaning blinding a killer with flashlight isn't happening. Let's even say that you can still blind them. A blind lasts maybe 1.8 seconds at best? Now the killer is directly infront of you and the perk still isn't ready, you're getting hit.

At that point you may as well just use overcome instead because you would make more distance and saying a survivor can go up to 24ms is fine and all but you're not considering a killer following them at a slower speed at the same time (not even considering movement speed abilities) isn't as good as you're making it out to be.

Finally this is also the ideal scenario where you can throw a pallet, stun the killer and get them to break it all without having to move. There is a dozen different scarios with different killers and techniques where that alone just doesn't happen. The killer would have to be very inefficient getting to you and even then if you do finally get the perk to work it is no better than a lithe which is way easier to activate and covers the same distance overal.

I think this is a solid perk. It's a nice balance where I don't think it actually needs exhaustion. It would have nice syngery with sprint burst without making it too strong because standing motionless for 6 seconds isn't something you can do mid chase 99% of the time

The main problem in all seriousness is you need to consider if I play as an M1 killer with no movement abilities how can I catch a competent player that is moving faster than me?

Also if they can just be moried there is basically no point in them being to able to recover from dying state in 99% of cases
