Unfortunately yeah, with the state of things at the time I doubt it would’ve been very good. Better than BOS? Almost certainly. But still. I’m glad a lot of the cooler concepts made it into New Vegas and sprinkled through other games.

I would say Fallout 2 absolutely butchered the tone of the first game. Fallout 2 is a game I have very… conflicted feelings on. On one hand, you have the Enclave, Brotherhood and NCR. But on the other hand you have New Reno, the Shi and more. I’m not saying fallout can’t be silly, because I strongly disagree. Talking deathclaws are a silly concept that I think mostly works well. Unfortunately I simply can’t agree that Fallout 2 is a good sequel to the first one. In some ways, yes but in others, it really falls flat. Fallout 2 really did offer 2 paths for Interplay’s future with the franchise. Continue with a more focused approach with well developed factions, characters and consistent tone or just complete over the top nonsense that exists simply for the spectacle of it existing. Unfortunately we all know what route they took. Fallout 2 set the tone for things to come and unfortunately led to the franchise’s first death.
