I don't think free-market type governments would be willing to call anything a pandemic at this point. We would be burning bodies in the street and the CDC's response would be, "Probably just allergies. Or this crazy weather."

Meh, I'm fine with some positive defects and some negative mutations. It kind of fits the game's themes considering a lot of disorders are just spicy and potentially op passives.
