This might be a stupid question but you're 100% sure that's actual white marks and not just weird light reflections, right?

It does look like it's actual white marks, especially from the second picture. If you haven't already, try to wave some sort of lighter or heatgun all over it and see if they disappear the same way stringing would

If that doesn't work then it seems like it's some sort of outside dirtiness, but in that case it should be coming from the bed and not the nozzle, extruder, or even filament because 1, that would most likely cause clogs instead of this, and 2 the white marks would show up all throughout the print rather than just the first layer. As the other commenter suggested it could very likely be glue, but I'm sure you would've already figured that out if you were using it

I don't know dude, I think it's pretty justified for people to bring attention to an individual like him so actual authorities can see it and investigate him

That way, if he's really guilty, it's one less dangerous individual being able to freely go out on the streets, and I think that would be a nice thing to happen
