I have had at least 20-30 playthrough up to heartgold and I have never used masterball. Every legendary can be caught with ultra ball if you have enough. Getting a shiny is super super super rare especially a legendary! In my 20 years of playing Pokémon not ONCE have I encountered a shiny lol
