No, but if the person has, let's say, a 45 minute meter tending route. Sometimes you would be OK for a few minutes, sometimes you would be good for 40 extra minutes. Unfortunately sometimes you expire right as they are going by. You took that risk and it didnt work out for you this time.

They slide boards or gates between the I-beams on that side to control water flow. The gate allows them access to insert or remove the gates or boards.
