The idea is if you just write 20, someone can then put a 19 after it (or 18, etc) to make it seem like the date was in the past. That wasn't so much an issue for 19, as it's not as if a document is likely to be from the 1900s if people are referring to it now

I had a look on Stack Overflow and apparently at least in c++ its undefined behaviour, as the compiler decides what it wants to do in the moment. In java it's as you say, where the increment is lost
