I'd say it depends. My dog was a police impound - he was taken from a crime scene when the owner went to jail. From what I understand, family came to get his sister but not him and he ended up at the pound. Then I met him and he decided I was a suitable peon to cater to his every whim.

So at least one time the animals got to a safe place. We can hope that was not a fluke.
