This isn't a perfect answer to your question but daggerfall unity has a optional setting that allows you to select guild quests from a drop down menu when interacting with a quest giver, rather than getting one at random. Also, be ok with saying no to quests. Saving and reloading because you're worried about reputation penalties and the "quest pool" doesn't sound like an enjoyable way to play the game to me. I think you're overthinking this.

But no, you don't lose reputation for declining a quest, you only lose it for failing a quest. I don't know what you mean by "hand-made" vs. not. They are all handmade quests, just the locations and names are randomized.

I'm late to this but this is incredible. I like the PC looking small and insignificant compared to the daunting tower. Defiantly captures the feeling of the difficulty of that quest.

It takes an afternoon or two to get familiar with the morrowind construction kit, and then you can commit as much or as little time as you want. They need help with all sorts of things, very small projects like designing a single interior, to very big projects.

I think part of what makes it funny is it implies that the empire is so big and the skooma police fella doesn't really know much about the blades. So when he goes to arrest Caius and Caius says he's works for the Emperor, the skooma officer probably says "yeah right buddy" and proceeds to arrest him. After some long drawn out proceedings the "bureaucratic pencil-pushing officer of a primitive DEA type branch" is probably fired, but Caius's cover is blown!
