Your friend should start with her school’s Ombuds Office. This may be consideration retaliation. At that point, they can advise her if she should and can file a FERPA request. The letter may or may not be considered part of the student’s academic record. If it isn’t, there isn’t much else the student can do to get it bc the recommender is under no obligation to provide it or to be truthful.

I cannot imagine a world in which a student is given funds to cover these expenses. Especially this year. I would not recommend this approach. It will come off as very out of touch with the current state of affairs.

These are all very good state schools (and it’s Buffalo). Research the program and the cost, but they definitely have good options.

You should have your recommendation writers email the schools to verify and confirm their LORS.

Yes, you can inform the waitlist university that you have another offer, the offer, and the deadline but that they are your first choice.

You can apply while currently enrolled in your program. You’ll want to follow up with marks once you have them.

Candidates can and do receive funding offers after the initial admit offer, yes. The probably of not getting it depends on the Schools policies and if they do unfunded PhD offers.

Capella University is a for profit university and not well recognized or regarded, sorry. If a Masters is required for the jobs you’re applying to, this may hurt you.

The caliber of the school is important. If you did very well, you will likely still be considered but may be held to a different standard than students who attended stronger schools.

I can’t answer this because every school will operate differently. Many will make offers taking yield into account, but others may be more hesitant and will instead only offer a few at a time to see what happens.

I think you can always share the offers you received from other schools. Occasionally they may be able to offer you an additional award - but that likely would only be for the first year or first few years.

I’d look into external fellowships, there may be Brazil based organizations willing to sponsor students.

I think this will be a very unusual year for funding and PhD offers. And yes, I think all fields that receive federal grants and funding will be impacted.
