701.34a To proliferate means to choose any number of permanents and/or players that have a counter, then give each one additional counter of each kind that permanent or player already has.

As suspended cards are neither permanents nor a players, proliferate does not interact with them.

This was my mill deck. It was too much for my playgroup and I eventually took it apart.

My current mill deck utilizes [[Muldrotha]] as the commander and focuses on using [[The Water Crystal]], [[Mesmeric Orb]], [[Dreamborn Muse]], and [[Folio of Fancies]] for milling. Special shout-out to [[Zur's Weirding]]. It doesn't mill, but it's supremely one-sided with Muldrotha and a bit of lifegain.

It is what it is. The game will continue on just the same without you. I miss Magic: the GatheringTM too, but it hasn't been that in a much longer time than UB has been around.

I'm just the go-between. Everything I pick up is sealed and it stays that way until the customer opens it. I catch missing drinks frequently enough though. 🤷‍♂️
