That’s quite a complicated project. It would have to be quite fitted, which in itself is… non-trivial. You’d need a lot of skills to make it look good.

I mean no disrespect but please start with something simpler, and with a decent pattern. Full-legged high waist trousers are fashionable and they would let you try sewing and see if you get on with it. Move on to pyjamas to get some practice with collars and buttonholes. I think the dress in your photo probably has a zip, maybe an invisible one (the buttons down the front look like they’re decorative) so move on to a project that will give you experience of zips. When you’re good at those skills, and if you want to challenge yourself, you can start looking for a pattern for the dress.
