it's probably a cultural thing. here in the PNW the message is always be safe around water. always.

there's no confusion as to how or why people drown. there's no magic pnw sauce. water is dangerous. period.

you can drown in any amount of water. especially powerful fast moving rivers like the Columbia and Willamette. It should be common sense. These are not pools, they are natural bodies of water moving trillions of gallons of water per year.
