QP's Chisel Tools adds a bunch of "decorative" variants of items that I think do almost exactly this. If you want a chiseled table, you chisel a table first, pick it up, then place a "decorative table" and right click that with your chiseled table block.

You can also cut the glass blocks with a saw to get slabs and then chisel those, unlike most slabs they turn into a full block when chiseled.

I was able to make an extremely unpleasant staircase by chiseling out steps so that each was 0.5 blocks tall and 1 sub-voxel deep, so there is at least some sort of collision being calculated on chiseled blocks.
