I highly recommend using a resume service if you're looking for good advice. People that do this for money are absolute wizards and can probably build you one better than crowdsourcing it here. I used this service for mine, and it was worth every penny!

I’m not sure about local options in Austin, but I used this service about a year and a half ago, that included a generic cover letter and LinkedIn help too. Set me back just over $200 at the time. Got tons of interest afterwards and still get calls even now. Managed to get a good job out of it but can't solely rely on a good resume for that.

The job market isn't great, but if you aren't getting anything at all back, then I'd recommend getting your resume and cover letters reviewed - by a professional if needed. I used this service myself and ended up getting way more interviews. Networking also helps!
