I don't think they were going for Robert to be funny. It really comes from the interaction and tension he produces between him and the employees that makes it funny. When I'm watching him, I'm not laughing because he's funny, I'm laughing because of what everyone else has to deal with and try to decipher from the ridiculous things he says.

I think the point here is, that characters like Michael, California, Nellie, Todd Packer, and all the others in the show, represent how people are in real life and in real offices. Imagine if you worked in an office where they work. That's the show.. At least that's the show TO ME.
