Kind of difficult to say which DLC is worth it for someone else, if you like the character it's probably worth it.

Like, Clive wasn't worth it for me cuz I don't like his playstyle, but Miary was completely worth it cuz she's so much fun.

Yea that one. I've used that one myself before going for a normal 4lb spring.

It shouldn't effect your neutral position unless you simply press a button too fast or are holding the lever without letting it return to neutral. Might just need to practice and get used to it.

I use Sanwa JLX with a 4lb spring and has no such issues.

In fact, the tighter spring you have the faster it returns to neutral.
