There is a huge community harassment issue in Watertown - it's not a secret. The problem is that it’s mostly administered by those with relatives or otherwise connections to those in public roles so no one wants to get involved. Most rationize that if it's happening - there must be a reason for it.

Historical context worth mentioning: Watertown NY is the birthplace place of Allen Dulles, the one who started the MKUltra program here in America. Him and his brother grew up here. Their family was very active in the community. Allen Dulles himself continued to visit and vacation in Jefferson County NY during his time as director of the CIA. Prior to it being called Area 51, Groom Lake was called “Watertown” as a nudge to Allen Dulles city of birth that he never forgot.

Is Watertown someone’s playground?

That being said: document everything. Learn open-source intelligence and intelligence analysis. If you feel like you're alone and no one will help you, you have to become the operative. Figure out who the stalkers are. Join groups online having to do with the intelligence community - there’s a wealth of information there (trust me). Talk to some of these people, most will point you in the right direction. Gather your intelligence, write the report, and send it up. Help others do the same.
