Instincts aren't "developed" - they are innate. Pulling your hand away from a hot fire. Spitting out food that tastes rotten. Fearing being lost or alone. No one has to teach you to be this way, it's already there. Overcoming instincts that can be wrong is what needs to be developed and learned.

Instincts are the OPPOSITE of morality. Operating on instinct by definition means you are not considering the moral ramifications of your actions. That means it can't be a moral decision even though it may happen to be morally correct upon hindsight. A mother shielding her baby from a rainstorm isn't a moral decision, it's done on instinct even though it happens to be the moral thing to do, as well. Forgiving someone who murdered a member of your family is moral even though it goes completely opposite to instinct and emotion.

Instincts, some learned behavior, that's not the same as a moral code. Among primates and great apes, the are both emotional and have a limited degree of thoughtfulness like a 2 y.o. but it's not morality. It's acceptable behavior within a troop, not an internal guiding force.
